How we run your contract

The difference between cleaning providers is rarely the equipment. It is the management system that operates the service day after day. Ours runs in seven phases.

1. Site survey and needs analysis

A supervisor or operations manager walks your premises in person and records gross floor area and net cleanable area, the floor-finish schedule and its condition, washroom count and fixture types, workstation and meeting-room counts, a high-touch point inventory, peak occupancy and footfall patterns, and any sensitive areas needing special protocols.

2. Precision scope of work

The site survey becomes a granular Scope of Work (SOW). Not “clean office”, but: vacuum all carpeted areas using HEPA-filtered uprights including edges and under accessible desks; empty 87 workstation bins and replace liners; wipe 12 meeting-room glass panels with microfibre and non-streak cleaner. Every task is specific and measurable.

3. Manpower modelling and schedule engineering

We calculate required man-hours from SOW task durations against productivity benchmarks. This is what tells you why the recommendation is two cleaners for four hours rather than one cleaner for eight — and lets you check our maths against any other quote.

4. Digital checklist and SOP integration

The SOW is digitised into a mobile checklist your cleaners work from on a company device. It dictates task sequence, chemical, and equipment per zone. Nothing runs on memory or informal routine.

5. Inspection, verification and reporting

A site supervisor verifies checklist completion with photo evidence. A dashboard shows real-time completion rates. You receive scheduled monthly compliance reports. When a task is missed it is flagged, escalated and rescheduled — a closed loop, not a promise.

6. Monthly review and continuous improvement

A formal operations review where SOW adjustments are documented, new requirements assessed and performance trends discussed. You get a named account manager as a single point of contact.

7. Periodic re-optimisation

Every 6–12 months we re-walk the site to account for layout changes, new equipment or shifting occupancy, and re-tune manpower and schedules so you are neither over- nor under-serviced.

Equipment and cross-contamination control

HEPA-filtered vacuum systems. Commercial-grade canister and upright units with HEPA filtration rated to 99.97% at 0.3 microns, capturing fine dust and allergens rather than re-exhausting them into your breathing zone. Motorised brush heads for carpet, dedicated smooth-floor heads for hard surfaces.

Differential microfibre system. High-density short-pile cloths for disinfection, looped-pile for general dusting. Flat-mop systems with correctly dosed solution per area — no dirty mop water moved from room to room.

Credentials, and what they actually mean

NEA licence. Every cleaning business in Singapore must be licensed under the Environmental Public Health Act. The grade matters — it reflects compliance record, financial standing and operational capability. Ask any provider what class they hold.

ISO 9001:2015. Documented, auditable processes from cleaner deployment through complaint handling. Ask to see the certification scope and the date of the last surveillance audit.

bizSAFE Star. The highest bizSAFE level, meaning risk management and Workplace Safety & Health practices are integrated into operations. We can share a site-specific Risk Assessment and Safe Work Procedure on request.

WSQ-trained cleaners. We maintain training logs covering chemical handling, infection control and technique, with regular refresher courses — not a one-off generic certificate.

Insurance. Public Liability and Work Injury Compensation certificates provided on request, naming your site or carrying a broad-form clause.

How to compare cleaning quotes properly

The most common procurement mistake is comparing two quotes 30% apart in price that are in fact 30% apart in scope. To compare fairly, issue every bidder the same RFQ table: task area, frequency, specification, expected duration per visit, and consumables included with grade and refill frequency.

A quotation should break out base cleaning labour, supervision and management cost, equipment, the consumables package with per-item costs, ad-hoc service rates, any mobilisation fee, and public holiday and weekend surcharges — each as a separate line.

Then ask every shortlisted provider these questions:

  • What is your site survey process, and what report do I receive before you quote?
  • Will you provide an itemised scope of work covering every task, frequency, method and chemical for my site?
  • How do you determine cleaner numbers and shift length, and on what benchmarking data?
  • Can you demonstrate your digital inspection platform and show me a sample monthly compliance report?
  • What is your corrective-action protocol when an inspection finds a missed task, and what is the escalation window?
  • What equipment, by make and model, will be on my site? What is its age and maintenance schedule?
  • Detail your colour-coding protocol and how you prevent washroom-to-pantry cross-contamination.
  • Provide current certificates: NEA licence, bizSAFE, ISO 9001, public liability, work injury insurance.
  • Who is my site team leader, what is their WSQ qualification, and what is your refresher schedule?
  • How do you ensure Progressive Wage Model and Employment Act compliance for cleaners on my contract?

Flexibility beyond the contract

Office expansion. We survey the new unit within 48 hours, propose an SOW addendum with revised manpower, and give you a transparent cost adjustment before the next cycle — no waiting for renewal.

Events. Book an event support package by email: a cleaner pre-event to set up and wipe down, and one post-event to clear catering waste, vacuum and reset the room.

Outbreak response. One phone call activates a terminal clean of the affected zone using a virucidal disinfectant with documented dwell time, plus a follow-up clean the next day.

Staffing cover. If your assigned cleaner is on medical leave, a replacement from our float pool is on site for the next scheduled shift, with a handover document covering your site’s specifics.

Frequently asked questions

How much do commercial cleaning services cost in Singapore? Small offices up to 1,000 sq ft on three sessions a week typically run S$500–S$900 per month. Mid-sized offices of 1,001–5,000 sq ft on daily service typically run S$1,800–S$3,500. Larger and multi-site contracts are quoted after a site survey. Cost is driven by net cleanable area, floor finishes, washroom count, headcount and hours.

Are you NEA-licensed? Yes. Green Garden holds a current NEA cleaning business licence under the Environmental Public Health Act, along with ISO 9001:2015 certification and bizSAFE Star. Certificates are provided on request.

Can you clean outside office hours? Yes. Most of our office contracts run evening shifts, typically 6pm to 10pm. F&B contracts usually run after kitchen close and finish before prep. Weekend, public holiday and overnight scheduling is available, with surcharges stated up front in the quotation.

What is the minimum contract period? We offer both ongoing contracts and one-off deep cleans. Ongoing contracts include a formal review at 6–12 months where scope and manpower are re-optimised.

Do you supply consumables? Yes — bin liners, hand soap, toilet paper and paper towels can be included. The package is itemised with per-unit costs and refill frequency so you can see exactly what you are paying for, or exclude it and supply your own.

Do you use eco-friendly products? We use low-VOC and certified products wherever the application allows, with water-efficient methods and waste segregation support. For schools and childcare we default to fragrance-free, non-toxic, food-surface-safe sanitisers.

What happens if cleaning quality drops? Every task is verified against a digital checklist with photo evidence. A missed task is flagged by the supervisor, escalated, and rescheduled within the agreed window. Persistent issues go to your named account manager and are documented at the monthly review.
